The license is currently in a lottery arrangement but as the bear population increases this may someday change. Getting caught poaching a polar bear would be very serious. The fine would be thousands and mandatory jail time. Not worth it, wait for the license if you really want to hunt them. The largest problem I have with hunting them is what do you plan to do with the bear once you have killed it!? Hunting for non food related issues seems wasteful and in this case dangerous!
