If a previously convicted felon was caught with a gun, it was referred to the Federal prosecutor, who charged him with violating the Federal law. Trial was speedy, and if convicted, the person was sentenced to 5 years in a Federal prison- no parole, no probation. Crime with guns dropped dramatically in that area.
