you seem to have hit a water table the only thing you can do is dig past the depth you require lay an ag pipe with filtration sock around it on the bottom of the hole and run a hose into that. connect it to a pump to keep the bottom dry until the pool is finished. make sure you fit a hydrostatic valve in case the pool needs emptying in the future , this will stop it from floating out of the ground. This is very generalized and and advise from a specialist would be advisable.
