There are two ways to prevent passage of a bill.

One is by directly lobbying either the representatives or their constituents, presenting opposing views and possible negative ramifications of the plan or policy.

The second is by securing the aid of the other branches of government : the executive and/or the juduciary. Depending on the power of the Governor in the state, he could influence the bill or even veto it once it is passed. The judicial branch may have reason to influence the bill if it appears to contravene existing precedent or the state constitution. Often it wiill require that a bill be passed before its constitutionality is determined, but judges sometimes will express opinions that sway the eventual form of legislation.

There are many ways it could be stopped from becoming a law. One is that it does not pass the U.S. House of Representatives. A second is it being rejected from the Senate. The last is that if both the House and the Senate pass it the President can what is called a "veto". The President can send it back to Congress and if it passes both in the House and the Senate again...the President can be over ruled and it becomes a law.
