Diaphragm & interna intercostal muscle
Both actually. For the most part, a region in your brainstem called the medulla oblongata regulates the rhythm of your breathing automatically and therefore involuntarily. You are, however, able to temporarily override that system by taking a larger breath than normal or forcibly exhaling your expiratory reserve or even holding your breath for a limited amount of time. The automatic system will always win out in the end forcing you to take a breath no matter how hard you try not to.
Stress for one. Tense thoughts. Shallow breathing. Incomplete exhaling.
