well that depends on what age it really is. If it is an old cat then it is normal for a cat to be restless. You could pet it, give it toys, make the cat happy, or maybe feed it different food. But if the cat is young, then you have to make an effort to bond with the cat or if you are doing as much as you could do to make it happy and stuff, but the cat would just stay the same old boring self, then you maybe need to take it to the doctors.
