What can you do if you become speechless when trying to talk to the girl that you like?

Girls can usually tell if you are interested in them and they are just waiting to talk to you but they don't want to start first. If you can find something to get the conversation started it can act as a bridge to get things rolling. For example:
If you are in some classes together try to get teamed up with her like in a lab class or when there are group assignments. That way you have to discuss class stuff and it can help lead into other conversation.
Some people find it easier to say things in writing. Can you email or text her a question about school or homework or plans for summer? Can you see if she has a Facebook page and send her a message saying "hey, I was just looking up some people from school and came across your name so thought I'd say hi." Then leave it and see if she answers back. Maybe emailing and texting will break the ice before actually talking to her.
Is she old enough to work during the summer? If so find out where, and if it some place you and some buddies can go to then do that. Maybe one of your buddies could ask her a question to get things rolling. After that if you see her you can always ask how work is going. If you go to her work enough times (especially by yourself) and make it a point to catch her eye and give a little wave or head nod, she will get the idea that you are interested.
Or the one method that tends to work pretty good is talk to one of her friends (if you can) and ask her if she thinks this girl would talk to you. You could also tell the friend you're not sure how to approach her and does the friend have any suggestions. You can bet the friend will let her know you were asking about her or she may give you some hints on getting over that first hurdle.
You just have to get started and you obviously know how hard that is. Just remember - girls WANT you to single them out to pay attention to them. They WANT you to talk to them. They WANT to feel like someone is interested in them.
So just tell yourself over and over "She wants me to talk to her and she is just waiting for me to start."

As long as you treat a girl with respect, she will become comfortable around you.
