I'm not sure about states other than Michigan. In Mich. a person contacts the Bureau of Automotive regulation, submits a complaint and they take it from there. I believe the law states if the garage is found incompent or At Fault you are entitled to, up to 3 times your money spent back . Or for the offending facility to pay for proper repair.
Also in Mich. We have the lemon law, It forces a dealership to make a full refund on a new car purchase if there is a repeated or persisting problem that they cannot repair in a reasonable amount of time.
I would contact your Secretary of State Office for details on how to procede in your state.
Because you have a fault. You need to take it to a garage to be fixed.

Well obviously, when you put your car into the garage to get it fixed, he did not fix it because he tried to sell it. If he did put a lein on your car, then the storage bill goes to you. So if you sold your car, then the lein would be on it. So to pay your storage bill, you have to sell your car. There is no way around it. Sorry... Have a nice day. Cheerio
You can go to your local garage or some sort of car mechanic to get them fixed or maybe your car dealership may have some information on were you can go.
