The most common substitutes for dry basil would be oregano, thyme or marjoram. But because you asked for leaves, I would say substitute 1/2 celery leaves and 1/2 parsley leaves. Cilantro would also work, depending upon the dish you are making.

I find most herbs and spices are very distinct and cannot easily be substituted. Basil in particular doesn't lend itself to substitutions even within its own family; it is generally not a good idea to substitute sweet Italian basil with Thai basil or the peppery Mexican variety.
However, many recipes can still lead to a rewarding result if certain replacements are made. For example, a dish involving tomatoes might call for sweet Italian Basil, but might still be delicious when using Oregano instead.
Mind you, in this example, the oregano-flavored dish will be very different from the Basil-flavored one. In that sense, Oregano is a poor replacement for Basil, however, it harmonizes well with many dishes which also harmonize well with Basil.
i tried oregano and rose Mary and my recipe turned out great!
No two spices are really good substitutes for one another, but oregano or summer savory might do in a dish calling for basil.
No use tarragon instead
You could try substituting basil with curry leaves.
Basil is a really good substitute for dill weed we use it all the time when we make potato soup!
You can't substitute the two. Fresh basil has a totally different flavor profile than its inferior counterpart in the dried version. Dried basil on its own almost can be compared to the taste of wood, whereas fresh basil has a beautiful somewhat sweet aroma and hints of a sweet mild peppery flavor.
I substitute Basil if I don't have thyme.
Depending on what you are making, you may be able to substitute Thyme, Sage, and/or Rosemary.
Both. Basil is a plant with fragrant leaves that can be picked and used fresh, or picked and dried for later use.

Thai basil is the basil used in making Vietnamese Pho cuisine. One should not confuse Thai basil with the sweet basil which most people use to cook with.
nothing, there is no substitute
Many Italian Seasoning will contain Oregano. You can substitute basil, but the flavor won't be the same. If you really dislike oregano play with another earthy, wood herb like Rosemary or Thyme.
Try basil or tarragon.
