There are so factors that led to the rise of Fascism in Italy

For Mussolini, Italians were angry at their govt. for failing at the Paris Peace Conference. The Italian economy post-WWI
was in bad shape. The success of the Bolshevik Revolution encouraged socialists and communists in Italy, which gave rise to a right-wing
backlash. Mussolini capitalized on the right-wing
nationalism or returning WWI veterans and formed the Fascist Party. The fascists used street violence to attack the opposition. Meanwhile, no party was able to gain a majority in the parliament so the govt. was unable to restore order. The fascists stepped in and filled the power vacuum by "taking over" several towns. Average Italians saw the fascists as good, patriotic men who could restore order, and were willing to put up with violence to do so. Mussolini again seized the moment and threatened to march on Rome with his followers and take over the govt. if he was not given power. Fearing civil war, and thinking the military might side with Mussolini if a civil war occurred, the king, Victor Emmanuel, offered Mussolini the post of Prime Minister, which he accepted. Mussolini's most vocal critic in the parliament. The Socialists members of parliament walked out in protest, and Mussolini declared their seats vacant. After that he had a large majority in parliament, who passed laws granting him broad powers. He never had the total control that Hitler achieved, but he was close.
