Gang wars in New York City became a major problem in the mid 1850's. Part of it was blamed on the Democratic government of NYC. The city's power was said to be based on the large number of Irish Catholics who fought with almost everyone else. The growth of gang wars was blamed on the Democratically controlled politics of the city which saw no interest in stemming the violence. The city's police force was corrupt. The NY state administration formed its own Metropolitan Police Force and ordered the local force disbanded. NYC's mayor refused to enforce this and it took a court order to "fix it". In 1857 the NYC police force was disbanded which only made the situation worse, as former policemen now joined gangs. Soon these gangs were seen as paramilitary gangs, divided against each other and the new police force based primarily on religion.
