When their is air in the Power Steering hoses it will create noise. This is bad, as it can result in a dry pump which will eventually lead to pump failure.
First thing that comes to mind is the water pump. most likely it's your power steering pump,
Check the belt tension. it is too hard on the bearing or it's running dry.

Fill fluid to proper level and start car---slowly turn steering wheel left to right and then back to center-----TURN STEERING WHEEL SLOW. The noise you hear is the air. Recheck fluid and add to full line and repeat steering wheel turning procedure. Then let car sit for a few minutes to let air rise. Start car and repeat procedure until system is quiet. NOTE: do not overfill system or fluid will overflow.

If your power steering pump makes a whining noise as you turn your steering wheel your power steering fluid reservoir is probably empty. The noise is caused when your power steering pump tries to pump fluid that is not there. This indicates that you probably have a leak somewhere in your power steering fluid lines. You can either try to find the leak or simply replace the power steering fluid every so often.

After bleeding the power steering the pump may make a noise because there isn't enough power steering fluid in it.
Noise may be heard in a power steering line when the power steering fluid is low. Low power steering fluid may occur due to a leaking power steering pump in most cases. If the pump is not leaking, then the fluid needs to be added.
I had a similar noise and had the idler pulley replaced. Noise still there and mechanic said it was probably the bearings in the pump, probably from overtightening the belt.
Faulty power steering pump, low fluid level, and improper belt tension are the most common. It can be causes by damaged or restricted power steering lines, steering gearbox, steering rack and pinion, seized tie rod ends, strut mounts, ball joints, over sized tires, and so on. If you hear a whining noise while engine is running suspect fluid loss or damaged power steering system component. If noise is more of a creek or squeak over bumps or while turning the wheel (no noise while engine running and not turning wheel or moving in gear) suspect mechanical steering or suspension component.

Power steering pump worn, or low on fluid
If all the air isn't purged from the system, and if the fluid level is low, the pump will continue to make noise. Also, it may be that one of the idler bearings or accessory bearings are causing the noise, and not the steering pump.
