Possibilities are - stale fuel, how old is it? Blocked main jet or stuck needle jet. On choke, there is a little fuel which bypasses the main and idle jets, this allows it to idle with very little air. When you give it throttle, it uses all the fuel and air this bypass and idle jet can provide very quickly, and then starves for fuel as the revs increase. Basically the carby I would say needs a very good clean out, including all the jets.
The choke lever should be down for the choke to be off. In the raised position is choke on.

Standard is full choke first, then half-choke for a couple of minutes, then run.
Loosen the cable at the carb and hold the choke valve wide open. Then tighten the cable. Check to make sure it closes all the way when you pull the choke lever.

Depends on the saw... On a Stihl chainsaw there is a four position switch. Top position is OFF, second position is RUN/IDLE, third position is HALF CHOKE and the last position is FULL CHOKE. Hold the throttle in with your finger and move the switch down with your thumb. DO NOT try to move the switch down into choke WITHOUT holding in the throttle. On a Husqvarna chainsaw there is normally a switch that you pull out towards you. However, there have been models made that you have to push a switch downwards.

I own two quads and the starting procedures are similar for both the Polaris and the Kawasaki. On the Polaris, I pull the choke (on a cold start) select run on the on/off switch, and then I turn the key to engage the starter. On the Kawasaki, I select run on the on/off switch, (pull the choke) turn the key to the on position and then press the start button to engage the starter. If the battery happens to be dead on either machine, both are equipped with a pull start which take the step of engaging the starter on the electric start method.
Sounds like dirt/crud in the carb. You need to remove, disassemble, clean and reassemble the carb.
