There are several things that can cause this. The most logical items are the fuel filter and the fuel pump. If the filter is clogged bad enough it won't let enough fuel to the engine. If the pump is weak....the same. Of course it could also be the fuel pressure regulator or the injectors themselves.
The 1999 Ford Windstar does not have a separate computer for the fuel system. The vehicle computer contains all of the functions for the fuel system. The vehicle system computer is located behind the kick plate.
A 1999 Dodge does not have an inertia switch. The fuel system is computer controlled with relays.
The 1999 Mazda Miata is a returnless fuel system. It has a Fuel Pressure Regulator in the tank (above the fuel pump), and a snub at the end of the fuel rail.
One cause of your fuel data system not working is a faulty oxygen sensor. Another cause of your fuel data system not working is a defective ignition system.
schrader valve on fuel rail
most likely a faulty fuel pump.
Engine surging is usually due to insufficient fuel supply. Probable causes could be an air leak in the fuel system, or possibly a dirty fuel filter, causing fuel restriction.
A vapor leak in the fuel system.A vapor leak in the fuel system.
Unburned fuel in the exhaust system causes the backfire from the exhaust pipe.

Have you checked to see if the security system is shutting you down? Try the fuel pump relay
It maybe a bad gas cap. That's what hold pressure.
