Fuel mix is too probably way to rich, the catalytic converter basically reburns incompletely burnt exhaust fumes. Check air cleaner and carb/efi system and timing. If timing is out check for stretched belt/chain. Inaccurate timing will cause fuel to be incompletely burnt and performance will suck.
There are not two catalytic converters. Working towards the muffler from the flange, you have a RESONATOR, a CATALYTIC CONVERTER and finally a MUFFLER.

On a V6 or V8 engine, the passenger side cylinders are bank one, so the catalytic converter on the passenger side will be bank one. The driver's side is bank two.

Excess gas coating? Do you mean unburnt fuel is entering the converter? If so, then the fuel/air mixture is too rich, or you have a cylinder that is not firing.
