Starvation. If the dog is getting enough to eat, then the next thing that springs to my mind is a tapeworm. You can get medicine for that at a pet store. Tapeworm medicine is different than just "worm" medicine. So ask. After the simple answers come the not so simple answers like....cancer and other nasty stuff. If the simple stuff doesn't work, you'll need a vet. Sorry. I hope it all works out.
