generally if an engine overheats, but then does not overheat when heater is turned on, is a good indication that the engine thermostat is stuck and needs replacing
9 time out of 10, the heater circuit internal to the sensor has failed. Replace the sensor.

The block heater, on your 2001 Honda Civic, can be found on the front of the engine block. The engine block heater cord is mounted just below the front grill.

Sounds like your heater hose going to the heater core is stopped up some where along the way, Or your thermostat is broken. Otherwise if there is hot water getting to the core then it WILL blow warm air.
There are a couple of reasons why a Honda Civic heater fan is not working. The fan motor may of blown or a fuse needs to be replaced.
Could be a numerous amout of things. 1. Thermostat stuck 2.Heater core bad 3.Heater valve stuck(by fire wall) 4.Head gasket bad 5.Hoses collapsed

block heater is on the rear left side of the engine,just beside the il filter the model is a screw in type
If you cann't see the wire then you probably don't have a block heater or the electric cord was removed. Check on the block to see if you find the heater itself. If you don't find it then you don't have a block heater!
