well, it may be because the rug is rubbing, which would probably meen that you need a bib. or it could also mean that your horse is playing around with your paddock mates and they bite each other, or tehey could have a desease, but there are many reasons that it could be happening, so do some research!
If your sure your horse doesn't have a serious skin condition then the problem is probably diet. Try adding 1-2 Tbls. of cooking oil to his feed twice a day. After a week or so increase the oil to 1/4 cup each feeding. This is not an instant fix. It may be several months before you can see a difference in his skin. There are also some very good commercial products for dry skin. This can be bought at most tack and feed stores, online, or ordered from horse supply catalogs.
If you don't see an improvement after several months call your vet and discuss this with him/her.
