Most likely culprit is the ECT (engine coolant temperature) sensor. It can give this code and still not read high on the temp guage.

I assume you has an s series Saturn If so you are in luck because that code is caused by the coolant sensor cracking 90% of the time Replace the sensor and the harness (if corroded) and you'll be good to go

Insufficient coolant temperature for closed loop fuel control The causes could be : low engine coolant level leaking or stuck open thermostat malfunctioning ECT (engine coolant temp) sensor Have you noticed your engine temperature gauge running cooler ? If so it is most likely the thermostat sticking open
