Most likely it is a bad wheel bearing. Also, try checking the tightness of the hub nuts. Loose nuts are a sign of bad bearings. My driver side came loose and the whiring noise would start and become more rapid and louder as I increased the speed. I replaced the wheel bearing and that was the end of it.
