The brake caliper or the sliding rail for the caliper may seize up. You should take out and lube the sliding rail on every brake job. This seem to be the most common problem. Try to relube and see if it will fix the problem.

Rotors are easy. I am assumong that you have disc brakes... so you have to remove the calipur and the rotor will slide straight at you. If it is seized then I always do the redneck thig by tapping the center with a hammer to break it free, and/or around the edges. When you are putting the new one on don't forget to use never seize on the inside of ithe rotor to prevent it from seixing up again.
