Due to high count of dirt/sediments in Heavy oil and as well poor atomization clinker is formed ( Grey color hard material).
Whenever you have problems in burners / setting clinkerisation is more.

If you are talking about standard #2 diesel fuel oil and not motor oil and you have a #2 oil fired furnace or boiler in the home the answer is yes .

Possibly the boiler is firing oil and thus the soot from the oil is spilling back into the gas flue
