What causes my 87 bronco ii to surge at idle then diewhen i restart it will go to high idle then the idle will slowly reduce down to 800 rpm and idle fine it only does this when it's a cold start?

on the left side of the intake is a round cylinder with wires plugged into it. this is the idle control. It is most likely dirty. take it off and clean it out with carb and choke cleaner.
