blown bulbs or a wiring problem, hope for blown blubs.....
If you already checked your bulbs then check your fuses, usually this is the case when all the lights stop working at the same time.

check fuses, and then check for power to the bulbs check for power in and out of brake switch
Check the appropriate fuses first, if they are okay it may need to have the dash light bulbs replaced - espcially on a vehicle that old.
Overload or short in system
down the dash diver side is the fuse box for a 1997 Honda civic DX if you have a upgraded stereo sometimes they will not hook the old one back up and it cases the indoor light to not work idk about the dash board
Look for a knob on the panel which dims the dash lights. It may be turned all the way down.
When power doors fail on a 1999 Honda Civic there is a problem with a actuator or wiring. The door lock fuses should be checked. If the fuses are fine then the actuators themselves will need to be checked.
