actually these are oxidized minerals found in hard water you either need a water softener or a salting system

You have to undo the aerator at the end of the faucet and clean the screen or plastic water saver out. It will be plugged with sand or sediment.

Stoppage down stream
Start out by checking faucet aerators and shower head restrictors/strainers. After that you may want to get plumber to take a look at your piping.
Shut of the water to the faucet. If a local shut off is not present then the main house shut off will have to be used, or the cutoff at the meter. unless plastic pipe is used then the faucet screws onto the water pipe. It will probably take a pipe wrench on the pipe and the faucet to break it free. use Teflon tape to cover the pipe threads before screwing on the new faucet. Turn the water back on and check for leaks.
