The wings are there as soon as they come out of the shell. They use them to force their way out. The feathers of the wings start to show well at a few days old. I have chicks that are 5 days old and they are flying already, not far, but enough to get away from my hand when I go to pick them up. Here is a link to show you the progression of a chick from day one to 4 months old.

Blue tit chicks typically leave the nest at around 18 to 21 days old. At this age, they are fully feathered and capable of flight, although they may still rely on their parents for food and protection for a short period after fledging.
Robin chicks typically fledge, or take their first flight, at about 13 to 15 days old. However, they may still rely on their parents for food and support for a few weeks after leaving the nest. During this time, they continue to develop their flying skills and become more independent.

They are growing bigger! Sometimes males get bigger legs faster, so you might have some cockerels in that bunch.
Many chicks are artificially incubated and have no "parents" in that sense of the word. Chicks that are hatched under a hen will remain close to the hen as part of the flock for as long as they live. Chicks introduced to the flock at about 3 or 4 months old are assimilated into the flock within hours.
