Check the stoplight switch located at the upper end of the brake pedal under dash area maybe either defective , misaligned, or not adjusted properly

Usually in every vehicle the brake lights come on when the brake pedal is pushed in. There is a switch connected to the pedal in some way to make the light switch on.
they are not brake lights they are fog lights and they turn on because it is for the car behind to see you
No , the rear brake lights do not turn on when you use your parking brake , just the brake light on your dash is supposed to come on

If it is just ( 1 ) lower brake light that is not working it is probably the bulb
