The actual lighter is just a coil of metal that is specifically designed to provide enough resistance to electricity that when it is passed through it heats up, similar to the design of an incandescent light bulb.
It's not storing electricity it's just resisting it enough to cause it to heat up.

The majority of vehicle cigarette lighter sockets provide 12 volts. So when you are not using it as a cigarette lighter, you can plug in various 12-volt accessories such as CB radios, radar detectors, lights, etc. Do keep in mind that you cannot use a radar detector in states where that is illegal. In those states, you must unplug it and keep it in the trunk.

Had this problem - simple doesnt have a fuse buy new cigarette lighter.
All cigar lighter / power point sockets provide the universal 12 volt, negative ground (US) voltage.
When your cigarette lighter fuse is good and there is voltage measured between the fuse's load side to ground (To check this, use a dc voltmeter or a 12v automotive lamp and an automotive lamp socket. Connect one wire to the fuse and the other wire to the chassis of the vehicle the lamp should glow if voltage is present on the fuse terminal.), check the wire between the fuse and cigarette lighter. This wire should be without cut and when the wire is good then check the connector on the cigarette lighter socket for loose connection or corrosion. One more thing is that, make sure that your cigarette lighter fits the cigarette lighter socket because not all cigarette lighters will work on some cigarette lighter sockets.
For a 2002 Mercury Mountaineer : In the fuse panel below the dash , on the drivers side : Fuse ( # 24 ) is a ( 15 amp fuse ) for the cigarette lighter and OBD II

Only if you want to blow your radio up. the power connect steps the voltage down. You can install a another cigarette lighter somewhere under the dash and plug the power connect into that.
For the cigarette lighter: 1 First check if the lighter element is good. Use a volt meter to see if there is voltage inside the cavity. If there is voltage, get a new element. 2. The fuse box is under the dash on the drivers side. Remove the cover and check fuse #10, it will be a 15 amp fuse. Replace it if blown, if not there is probably a broken wire someplace. Check fuse # 17 , that's a 20 amp fuse for the Data Link Connector ( DLC ) and the cigarette lighter
