THIS IS SAMMY, HERE.Since I asked the question, I should share the answer which I BELIEVE I've found.
it was caused by my having checked 'FLEXIBLE BUTTONS". After I unchecked it, my screen seem to be back to normal.So unless you know what this '" FLEXIBLE BUTTONS' option is, leave it unchecked.
I got to this option by right clicking on my browserthen properties. Thanks !
the shut down buttin in the welcome screen shuts down the computer if that's what you are reffering to.

Apparently you can't.
Sometimes your computer shuts down or you get the blue screen of death and you don't know what to do because you are not a computer tech. In this instance you would need a computer help desk.
Click on your movie star planet name (in a chat room) and drag it down to the bottom of the computer screen, then hit space and let go of the mouse and space and you will automatically be dragged down to the bottom of the screen. Or if it doesn't work, (like on my computer) give someone an autograph that is already at the bottom of the screen. :)
