If the low and medium speeds of your fan are not working and only the high speed is working, then it is probably the resistor fan control module. This unit will have to be replaced. It is generally located underneath the dashboard on the passenger side. Locate the blower motor and trace back the two power leads from the blower motor. They will terminate at the resistor module. The resistor module is a series of resistors that controls the amount of current flowing into the fan motor. On low speed settings, the current flows though all the resistors and as you increase the fan speed, resistors are switched out until eventually at the highest setting the complete resistor network is switched out. That is why you end up with only high blower fan speeds when the resistor module becomes defective.

Most likely the resister is burnt out. When you use less than full blower, the blower speed switch shunts the 12v power though a resister to drop the voltage to the blower motor, slowing the blower speed. When the multi-speed resister is burnt out, it is, 'open circuited'. So no electricity can pass though to the blower. When the blower switch is on 'full', the resister is bypassed, allowing full power to the fan motor for maximum speed. It should be located under that dashboard in most vehicles. Just trace the wires from the switch to the resister. Warning: a working resister can get very hot when power is going though it.

On 03 silverados i belive the blower motor relay is internal to the blower motor resistor. i could be wrong though, check the underhood fuse/relay panel for one.

Located under the dashboard on the passenger side. Usually the blower resistor module fails before the actual blower motor. Check this first as a cheap alternative to a more costly, time consuming blower replacement. If the blower smoked then obviously the blower is shot... Also, there is a vacuum hose that controls the opening of louvers to the vent ducts when in A/C mode. No air will pass even though the blower works when this hose is broken. The 1/4" black hose travels from the driver side rear section of the engine to the front passenger side of the engine. Best of Luck!
