The plastic covers can be popped out with a screwdriver or other flat object. Be careful not to break the plastic tabs that hold them in!
look for screws or bolts holding it on look behind door handle for screw or a bolt if none it should pull off becarfule the clips inside break easy
you may have a short in your wiring where it direclty shorts to ground when the wire gets wet. track you wiring and you will probly find a break or rip in it.
The switch assy pries out of the door but you hjave to be extremely careful not ot break something. You will see the bulb then.

Usually the belt is changed when the ribs shows signs of cracking, not necessarily at any given mileage point. If you think it should be replaced then do so. Having one break, while driving causes a lot of problems. You can't drive very far without it it as the car will overheat without the water pump turning.
Brake fluid could be low or emergency brake might be partly on. I'd check your fluid right away. This just happened to me and i found out it was my rear driver side break like had rusted out. could be the same thing for you.
Lack of attention (maintenance) causes break downs.
If you are locked out of your vehicle, you should call a locksmith. You should not break into a vehicle that is not yours.
if it has never been replaced consider your self lucky you've gotten some goo years out of it. if this is a repetive problem, start looking for abraisions on the pullyes or a pulley that is out of allignment with the others
