Hi, I have a 2000 Legacy Gt and I believe the mirror design is identical to Outback's. I had a terrible whistling noise on my passenger side. The culprit proved to be the little triangular rubber- metal part that the mirror is mounted to. It became to loose from use and was not sealing right. I paid around US$ 100 at the dealer. I think it's called an engine
the steering wheel wont make the front wheels make noise as there is no generating source from the steering wheel. it will be the other way around.
It could be due to any number of causes. You will lhave to be more specific with the noise description or location.
