November 1 is the Celtic feast of Samhain (pronounced "SAH-wenn"). The word Samhain is Gaelic for "summer's end." It was the most important of the ancient Celtic feasts: it marked the end of the harvest season, and the beginning of winter.

They don't. They however, have a celebration known as Day of the Dead, which is held to remember those who have passed away. This celebration is held between November 1 and 2 of each year.
Halloween originated with the ancient Celtic celebration of Samhain.The Celts celebrated their new year on November 1 (also known as All Saints Day) and believed that the night before, ghosts of the dead returned to earth. To ward off evil spirits, they would dress in costume so to not be recognizable.
Because November 1 (All Saints Day) began to be called All-hallows or All-hallowmas (from Middle English Alholowmesse meaning All Saints' Day) the night before it, the night of the Celtic celebration of Samhain, began to be called All-hallows Eve and, eventually, Halloween.

The celebration began in 1810. Next year will mark the 200th Anniversary of the first Oktoberfest. The celebration has been canceled 24 times, mostly due to war, including World War 1 and 2.
The Celts who lived 2000 years ago in Ireland considered October 31st the end of summer and November 1 the New Year.
