However, in 1984 Cardinal Jamie Sin, the Archbishop of Manila, said that Transcendental Meditation was not… Read More

Meditation was around before buddhism was even founded. Anyone is welcome to practice meditation, whether you have a religion or not. It all depends on the choice of the person, meditation can be used as prayer, a time to think, empty the mind, etc... so if someone finds meditation useful for them they are welcome to use it. For the same reasons that buddhist's use it for or not. Hope that helped.
"Yoga" is really just another name for a spiritual (breathing) practice. The critical spiritual practice for becoming a Buddha is meditation; according to the Buddha himself, it is not possible to become a Buddha without mastering meditation. Since meditation is yoga, yes, Buddhas do yoga.
Buddhists *practice* meditation, but they do not *believe* in it. Belief is a function of the mind, whereas meditation is about *witnessing* the mind using awareness or consciousness, which lie beyond the mind.

There are no different states. There are varying "levels" of mantras. The TM method is basically untrue, has little understanding of the mind or reality, and is responsible for a lot of bad marketing.
