The challenges were attacks from outside the empire. In the late second century there were attempted invasions pf the area around the River Danube by many Germanic and Iranian-speaking tribes, which were repelled by the emperor Marcus Aurelius. In the third century there were invasions by the Heruli and the Goths in the east, raids into Gaul by the Franks and Alemanni and an attempted invasion of Italy by the latter. In the fifth century the Vandals, Sueves and Alans invaded the western part of the Roman Empire, the Alemanni took over Switzerland and north-eastern France (Alsace and Lorraine) and the Burgundians settled in eastern France. The Visigoths were allowed by the Romans to take over Spain and Portugal as subordinate allies of Rome, but established their independence from the empire. The Franks expanded from their base in Belgium into northern France and after the fall of the western part of the empire they gradually took over the whole of France and Switzerland.

Invasion was one of the predominant problems. Security needed to be maintained at a high standard too as there were lots of criminals.

Keeping its citizens happy was also imperative.
