O-e-ah, e-o-ah.

FROM IMDB
"They include "All we own, we owe her"; "Oh we love the old one"; and "Oh we loathe the old one." The screenplay shows that the correct lyrics are "O-Ee-Yah! Eoh-Ah!." The chant acts as a sort of audio inkblot."
But one must consider that IMDB is a user-written source, which may not be accurate. I have searched the screenplay and have found no such lyrics for the Winkies' marching chant. (The guards were called the Winkies)
My BEST ANSWER: I personally knew Meinhardt Raabe, who played the Munchkin Coroner, ("She's most sincerely dead!") ...he, obviously WAS THERE... and he told me they were chanting, "Oh-We-Love...The-Old-One --Oh-We-Love...The-Old-One!" referring to the Wicked Witch Of The West. (Margaret Hamilton). Mr. Raabe died in April of 2010 at the age of 94.
I trust the WITNESS to the filming more than any internet database (IMDB).
"O-Ee-Yah! Eoh-Ah!" and any other interpretations are simply the result of the listener's mind treating the chant as an audio ink blot. - (GOT THIS FROM TRIVIA QUESTION ASKED AS I WAS WATCHING THE WIZARD OF OZ ON TBS)
some people claim to have read or heard in some discussion of Oz trivia that they're chanting: Oh we love the Old One -- the Old One presumably meaning the witch. (Later searching suggested it is actually Oh we loathe the Old One
Sorry gang. Check the script. Oh Oh Oh Wee Oh was chosen because of its ominous and slightly scary sound. Some people think the hear "Oh We Um, Eoh Um" And by the way those guards are called Winkies.
Oh we love.. The Old One (as told be the Munchkin undertaker. If you listen crefully to the movie clip. yes that is it. Which makes sense as the "Winkies" hail Dorothy later for killing the mean witch.
The guards are chanting "Oh we love,no one"
All hail to Dorothy! The wicked witch is dead!
The Winkies sing "Oh we oh, yooo ho".
All we know.. isthe old one.
