Citizens can typically arrest under any circumstance for any crime. Just remember, you're liable for the legality of the arrest and detention, not the Police. Meaning if you mis-interpret the law, they can sue you civilly.
Another View: (in the US) The above is not a universally true statement. A more accurate statement would be that any citizen can swear out a complaint against someone they observe breaking the law. Research your own state laws CAREFULLY! MANY states limit a citizens power of arrest only to those crimes which are FELONIES. If you accost someone for a lesser offense you could be leaving yourself liable for a charge of Assault and/or Misprision.
