During the French Revolution they had a couple of years of bad crops so they couldn't produce enough wheat. Therefore the prices grew. Only the rich could afford wheat, and for the poor at that time one loaf of wheat bread was equivalent in price to 1 month of pay for work.However, they made bread out of many other grains as well, and sometimes the flour was cut with other things to make it last longer--sometimes disgusting things like sawdust or dung. Because it was hard to get bread, there were increasingly frequent riots (what we would call looting), where people would go collectively and steal what they needed to survive. The government tried to address hoarding and the riots, but they were increasingly ineffective as the situation got worse.
On April 2, 1863, a group of hungry women in Richmond, Virginia, grew to more than a thousand angry women yelling, "Bread! Bread!" They began to break into stores.
