A devoleped civilization is one that has culture, technology, a social class, and a religon.
Same relation as the relation between Christianity and the western civilization. Or the Vedic dharma and the Hindu civilization. While Islam has spread by invasion, force, and mass production of children and forcing Islam on the children, the Vedic dharma survives and spreads since millenniums by free will. 1000 years of Islamic onslaught could not kill this Vedic dharma.

As a side note, the word "Hindu" is not of Indian origin. Medieval Muslim invaders, unable to to pronounce "Sindhu" as a name of a river they were crossing, pronounced it as "Hindu", and named the people who lived on the other side of the river Sindhu as "Hindus". An accurate term to describe the civilization and culture of India is "Vedic civilization", or "Vedic culture", as Indian culture was grounded in and regulated by the teachings of the ancient Vedic scriptures.
