A lot of universities will accept you unless you want to go to an Ivy League school (Princeton, Harvard, Yale, etc.) Having a good GPA helps.
Most colleges will accept both, but you will find that, typically, colleges on either US coast will prefer the SAT and colleges are more inland will prefer the ACT.

A score on 16 on an ACT is a rather low score. However, many state universities may allow admission. Also, almost all community colleges will accept students with that score.
An ACT score of 23 is in the top 1/3 percentile of students. There are many colleges in each state that accept an ACT score of 23. Some examples are the University of Alabama, Stamford University, Troy University, Judson College, University of Arizona, John Brown University, Central Baptist College, University of California, University of Colorado, Wesley College, any many more.

According to CollegeBoard, there are over 2,500 colleges that will accept a 17 on the ACT. Because there are so many, you should go to www.collegeboard.com and use the College MatchMaker feature and enter 17 in the ACT box, then select other criteria that interests you in a college to narrow down your options. Most colleges accept ACT with writing portion, so i would recommend taking it. It really depends on which college(s) you are applying to
having that score is not good because they give you 12 automatically....so if i was you i would retake it and study for the test this time.....
