It generally goes by each of the dual degree's school. For example, NYU has one of the top law schools and top business schools, so a joint J.D./MBA from NYU will be highly regarded. Often law school and business school rankings and pretige are correlated with each other, so a good law school generally means that same college has a good business school (although not in every case). You can view school rankings at US News and World Report.

How are joint programs developed in higher education?

Where there is a need, two institutions can draw from each ones strengths and develop an articulation agreement. For example, in New Jersey, there was a need for dental assistants, dental hygienists, medical laboratory technicians, etc. These programs where too expensive for community colleges to run. The University of Medicine and Dentistry, not authorized to award associate degrees, but had the facilities, formed an articulation with a number of community colleges and created joint programs to satisfy the states need for these occupations. The students took their general education coursework at the community college, and took their clinical coursework through the university.

What are the different four year colleges that are linked to community colleges?

This is very difficult to say. Most four year colleges and universities today have articulation agreements with community colleges. In fact, community colleges are really seen as feeder institutions for four year institutions. Many community colleges have joint programs with four year institutions (many within the health related professions), 2+2 programs, and full faith in credit agreements. Thus, for four year schools not to have a link with community colleges would just not make good sense.
