In 1636 after having been exiled from Massachusetts, he bought land from the Narragansett indian tribe and founded the Providence Plantation. Williams was a strong believer in the freedom of religion, separation of church and state and separatism. He was also a strong believer in the abolishment of slavery and helped found Providence as a haven for dissenters.

Williams was Anglican and wanted a colony with complete religious freedom. Penn got his land from the king and went by choice. Williams was banished from Massachusetts and purchased the land from the native population.
