i have the same and i have blonde, not bleachy just a natural-like blonde but i have long hair, if you go darker it will bring out a lighter look to your skin tone, as long as its not chunky really, anything lighter wont look bad maybe do more than one color so it looks more natural tone, mine has a reddish-light brown tint so the blonde kinda flows in...dont think you have to go with lowlights cause your eyes are brown
You can go to a salon and ask for "lowlights". Lowlights are a darker color dye used to give your hair color dimension, and break up a flat solid color tone.
Generally, you can have one bass color, and then as many highlights and lowlights as you want. But it is possible the colors for highlights/lowlights would mix together and create a very sloppy look, so do just enough to look cute xD

It depends on your hair color. This is just my opinion, if you have black hair or red hair, I don't know what color. If you have brown hair you should get blond highlights and if you have blond hair you should get brown highlights.
