Quill pens
Quill pens were the main writing instruments from the 6th to the 19th century.
The quill pen had been in use for several centuries by the 1700s. It was no longer unusual or rare, although the price depended on the kind of quill. Goose quill pens were very common and not very expensive. The rarer the bird and the more beautiful the plumage, the more expensive the pen. Quill pens had to be replaced every week or so, which kept the price down. In the money of that era, such pens cost about fifty cents to a dollar, with the more elegant pens (from peacock feathers, for example) costing much more. Today, because such pens are harder to find, collectors can pay as much as twenty dollars for a nice one.
In the 1890s, people commonly used inkwells and quill pens made from feathers, as well as metal dip pens that required regular dipping in ink. Pencil technology also existed, with pencils made from graphite or colored chalk encased in wood being widely available.

Steel pens were coming into use, but quill pens were still widely used and both had to be dipped in ink wells. There no fountain pens which carried their own ink supply. Artists used special dip pens and brushes for art work in ink. Fountain pens have been used since the 10th century, so yes, there were fountain pens in the 1800s. And they did have there own ink supply. In fact, vintage fountain pens, still working, can be found for sale for over $500.
The ball is a roller bearing. It reduces the friction as the pen point is slid across the paper. Quill pens use a rounded nib, but the ink distribution can be uneven.
I don't think they're actually used, but one tradition of the Court is to lay out a feather pen for each lawyer arguing before the Supreme Court. These are intended as keepsakes as a reminder of their experience, because feather pens were used when the Supreme Court was first established.
