This is probably a "Ruby-type" pistol made in or near the city of Eibar in the Basque region of Spain, bordering France. Almost a million of these Ruby-type pistols were made by dozens of small Eibar-area Spanish armsmaking companies for the French military during WWI. Most of these went out of business before or during the Spanish Civil War of the 1930s. Because of poor parts interchangability between different makers' versions of the Ruby-type, after WWI the French military got rid of most of its Eibar-made Ruby-type pistols by selling them to other militaries (the newly independent country of Finland, for example) or European police forces.
The "1914 Patent Liberty" was one of a number of Ruby-type pistols made by Retolaza Hermanos (Brothers), and dates to around 1914. If it is stamped with stars, has a lanyard ring or staple at the bottom of the left grip, and a "button" above the safety on the left side it is almost certainly French military surplus. If any or all of these are missing, it may or may not have been used by the French military.
