Fermentation can occur anytime you have yeast, sugar and a fairly constant temperature. Oxygen doesn't necessarily prevent fermentation, but it can increase the chances of bacteria contamination, which does ugly things to flavors.

Moonshine is often fermented in large open vats.

For a cell to engage in fermentation there should be no or few oxygen molecules present . An anaerobic situation where oxygen is not being consumed in as sufficient quantities to keep up with oxygen used.
