Yes and no. The Twelve Minor Prophets are twelve small books in the Hebrew Bible but are counted as one book. The Hebrew Bible has 24 books; and the Twelve Minor Prophets are one of the 24 (not twelve of them). You will find them in the Nevi'im (Prophets), the second section of the Tanakh. The Hebrew Bible, referred to as the Tanakh, consists of 3 parts; The Torah, the Nevi'im and the Ketuvim. The Torah consists of Genesis, Exodux, Leviticus, Numbers and Deuteronomy. The Nevi'im consists of Joshua, Judges, I & II Samuel, I & II Kings, Isaiah, Jeremiah, Ezekiel and the 12 minor prophets. The Ketuvim consists of Psalms, Proverbs, Job, Song of Solomon, Ruth, Lamentations, Ecclesiastes, Esther, Daniel, Ezra, Nehemiah and I & II Chronicles. The Hebrew text of the Tanakh is often called The Masoretic Text (masorah means tradition).
The central moral message of the Torah is this: What is hateful to you, do not do to another. The rest of the Torah are details. Go study.
