there is not a separate relay. It is built into something called a CCRM(constant control relay module) which is a black metal box located under the plastic cover on top of the radiator support that has all the information stickers on it. The relay module has all you relays built into it, but they are not replaceable. If a relay goes bad, you have to replace the whole box. Nine times out of ten, the fuel pump goes bad before the relay module does.
Possibly. If the contacts on the relay are welded together then yes. You first need to see if voltage is constant to the coil of the relay thus causing the points to be magnetically held together.
The 2000 Ford Mustang fuel pump relay is located in the CCRM (Constant Control Relay Module). It is located inside the inner front left (passenger-side) fender. Please note, the CCRM also houses other relays such as the PCM power relay, fan, relay, ect. and thus on relay cannot be replaced... the entire assembly must be replaced if one of any of the relays go bad.

Bypass the relay and if the pump works the relay is bad.
Two things to be watchful of. There is a power leg and a control leg. The control leg will pull in a set of contacts that pass the fan power. If the power for the fan is on the input but not the output then either the control signal is not present, the input power is not present or the relay is actually bad. Input power you checked and it is there, at least it was infured. The checks for the relay and the control signal will give the same response unless you use a meter to check it. You need to see if the control signal is present with a volt meter. If it is then the relay itself is bad. If not then it could be the wiring or the switch.

Depending on the year, the Regal could have a relay to control the high beams. Check the distribution box under the hood to see if there is a bad headlight relay.
