Perhaps he could have tried to suspend the Constitution, as heads of state in other nations have done from time to time, but in the US this would not have been acceptable. It would have been seen as an act of desperation, or he would have been declared incompetent to serve. In any event, nobody would have stood for it. There are no constitutional provisions allowing any president to do this. He would have been impeached by the House of Representatives, by the way, not by Congress.
