The easiest way to end the war on drugs is legalization and regulation. Just as prohibition created gansters and bootlegging, prohibition of all drugs has led to the current state of the war on drugs. Simply legalizing drugs and heavily regulating them (much like alcohol or tobacco) would greatly reduce the drug issues in the US.
